
International Laws, Policies and Practices on Attestation of Degrees from
Foreign Ministries of USA and also from Foreign Embassies a of the Country of
Students.
Attestation of Degree assumes importance
for the following reasons :
1. When student happens to migrate to
another country such as USA, Australia,
Canada or any other Country
2. When students applies for a Job in
another country and when there is a
requirement of Local Ministries such as
Ministry of Labor to get the attested Degree
from the Country of Issue of Degree and also
from the Embassy of the Country in the
Country of Issue of Degree.
3.When student who works in a Multinational
and he / she is transferred from one
country to another and when there is
requirement for attestation of degree in the
country where he / she is transferred.
Degrees issued by The International
University, Missouri, USA, are attested by
Secretary of State, Washington ( Foreign Ministries
in USA ), and they are also attested by the Embassies of
Countries of the Students in Washington, USA.
The educational documents ( Degrees and
diplomas ) are attested by USA Government, as per the Policy
established by Secretary of State,
Hillary R. Clinton's Office, in Washington.
She is Minister of Foreign Affairs.
All Embassies in USA are supposed to follow
the uniform Policy for attestation and they
are not supposed to " discriminate or put
conditions of any sort " .
The duty of the Embassy of any country in
Washington is to " CERTIFY THE
STAMP AND SIGNATURE OF SECRETARY OF STATE
"
( i.e. Hillary R. Clinton's Stamp and
signature) only.
All Nations who have established their
Embassy in Washington, have signed
International Treaties and Declarations and
Conventions of United Nations. These
conventions are : UN of
Human Rights, International Labor
Organization ( ILO) and Other UNESCO
Conventions. Accordingly, all such
Nations who have embassies have agreed to
respect International Treaties and USA
Policies.
Foreign Embassies of any Country in Washington, have to
attest the Degree, if there is a stamp and
signature of Secretary of State, Washington.
The Nations having Embassy in Washington,
have to respect such Conventions. They can't make their own Policies or
put any conditions for attestation. Some
countries are found to put some conditions such as
" Regional Accreditation " from any of 6
Regional Accrediting Agencies etc., and they refuse to attest the
Degree. If they do so, then it is considered
:
" unfair and unreasonable and legally
unjustifiable", as such conditions
would be viewed as contradiction and
contrary to International Treaties and
International Laws which Nations have signed
with USA. Also, such conditions as above,
would conflict with Constitutional
Rights and Freedom given to the Students
by the of Student by their Country.
Moreover, the Embassies in Washington, lack
the Authority or Power to " put conditions
of Accreditation as they are not supposed to
" Certify
Accreditation of USA University " and that
is why, it is observed that no Embassy of any Country
having office in
Washington has put such conditions.
Also, it may be further noted that the
Universities don't provide attested Degrees.
No University in any part of the World,
provides attested Degrees. However,
the University, can guide and help or assist in
any student or group of student in getting the
Degrees attested, at the request of the
student.
The Degrees issued by The International
University, are attested from Authorities in
USA, such as :
1. From Office of Notary in Missouri, and
2. Office of Secretary of State from Missouri State
and 3. From the Office of
Secretary of State ( Hillary Clinton's
Office in ) Washington, USA.
The students
who join our University programs, from any country including UAE, Saudi, Oman,
Bahrain, Kuwait, India, Pakistan, Srilanka,
Seria, Egypt, or any other Country of the
World, can further get attestation
done from the Embassy of their own country
in USA, once the Degrees are attested by
Secretary of State, ( Hillary R. Clinton's
Office), in Washington.
The International University, in Missouri,
for example, has provided this service at the
request of the students, and has organized attestation
for their degrees from UAE Embassy in
Washington, for its students from of
UAE for more than 70 times, during
past about 20 years. This
proves that UAE Government is recognizing
the Students' Right to Study from
any Local or International Institution by
full-time, distance-learning or Online.
UAE is
further recognizing students'
Constitutional Rights and as well as it is
recognizing International Treaties and
Declarations which UAE Government
signed with United in 1995. Our

The Universities all over the World,
generally simply award Degrees and
they don't incur any obligation to render
this service. It is a service which it may
render to its students, at their request. It
may be further noted that no
University in the World has any legal obligation
to do attestation of Degrees.
The University Officials, have
discretion to render this services. In
normal course, it would be the natural
responsibility of the students to get
the attestation of Degree done from the
respective Authorities in United States as
well as from the Embassy of their own
country in
Washington.
